Most lists of free AI video generators published this year still recommend a tool that no longer exists. That is the first thing worth knowing before you pick one.
OpenAI shut down Sora's web and app experiences on 26 April 2026, and the API follows on 24 September 2026. There is no successor product and no announced timeline for video generation returning to OpenAI. If a guide is still telling you to sign up at sora.com, it has not been touched in six months.
The second thing worth knowing is that almost none of these free tiers let you use the output commercially. That single restriction matters more than resolution, clip length or credit counts, and it is the detail most roundups either skip or get wrong.

How this guide was researched
This is desk research, not a hands-on bake-off. Everything below comes from vendor pricing and terms pages plus independent pricing trackers, cross-checked where sources disagreed, in early September 2026. Where trackers conflicted, that is stated rather than smoothed over.
Two things follow from that. First, no claim here is based on output quality we produced ourselves, so treat the quality comments as reported rather than tested. Second, free tiers in this category change monthly, so verify anything that affects a purchase against the vendor's own page before you act on it.

What happened to Sora
OpenAI announced the discontinuation on 24 March 2026. The consumer surfaces went dark on 26 April, and the API sunsets on 24 September 2026. Reporting around the shutdown points to economics rather than capability: the product was expensive to run, usage fell after the initial surge, and a studio licensing deal collapsed.
Two practical consequences.
If you built on the Sora API, anything still calling it stops working on 24 September 2026. That includes third-party platforms that were reselling Sora capacity, some of which have not updated their marketing.
If you have generations stored in a Sora account, export them. OpenAI has stated that content is deleted after the cutoff.

For replacements: Veo is the closest like-for-like, producing photoreal clips with audio in the same pass. Kling is the pick for realistic motion. Runway suits directed shot work.
Google AI Studio (Veo)
The least-discussed free option and probably the best one. Access runs through Google AI Studio rather than a consumer app, which is why it rarely appears in affiliate-driven listicles.
Output is watermark-free, which is unusual at this tier. Audio is generated in the same pass as the video rather than added afterwards.
The catch is that free Veo access exists only in rationed amounts inside Google's own surfaces. There is no free tier on the developer API. Tools advertising "free Veo access" are generally sharing out their own paid quota rather than passing along something free.

Kling
The most usable ongoing free allowance in the category. Kling gives 66 credits that reset every 24 hours and do not roll over. A five-second clip costs roughly 10 to 20 credits depending on mode, which works out to a handful of short clips per day, indefinitely.
Worth flagging a genuine conflict in the sources: most trackers report the 66 credits as a daily reset, but at least one reports it as monthly, and Kling's policy has changed more than once. Check your own account dashboard rather than trusting any figure here.
The limits are firm. Free output is watermarked, capped at 720p, restricted to Standard Mode, and licensed for personal and portfolio use only. Commercial use requires a paid plan, which starts around $10 per month.

Pika
Pika's free plan is more limited than most roundups suggest. It is 80 credits per month, not a daily refresh, at 480p only, with a watermark and no commercial rights.
At roughly 12 credits for a five-second 480p clip, that is about six generations a month before the allowance is gone, and credits are deducted whether a generation succeeds or fails. Paid plans start around $8 to $10 per month billed annually.
Sources disagree on where commercial rights unlock. Some place them at the entry paid tier, others higher up the range. Pika's own pricing page and FAQ have also carried inconsistent credit figures. If commercial use is why you are subscribing, confirm the licence terms inside your account before delivering anything to a client.

Runway
A one-time grant of credits on registration, reported at 125. That makes it a trial in practice rather than an ongoing free tier, but the credits produce watermark-free output, which is rare.
Runway is the tool of choice when you need to direct a shot rather than accept what the model gives you. If your workflow involves iterating on the same frame repeatedly, the control surface justifies the paid plan at around $15 per month more than the free credits justify the signup.

HeyGen
A different category. HeyGen produces avatar and talking-head video from a script rather than generating scenes from a prompt. The free plan covers a small number of videos per month, reported at three.
The learning curve is the lowest of anything here, since the script-to-video interface is close to typing into a document. If your use case is explainer content, product walkthroughs or localised versions of the same message, it solves a problem the clip generators do not. Creator is around $24 per month.

Not a generator. An editor with AI features, and it belongs here because the desktop app exports without a watermark on the free plan, which is not true of the web version.

The licensing detail most lists skip
Here is the finding that surprised us most: among the hosted tools, essentially none grant commercial rights on a free plan.
Kling is explicit that free output is personal and portfolio use only. Pika excludes commercial use from its free plan, and the restriction sits in the fine print rather than on the pricing page. Luma and Hailuo follow the same pattern. Several roundups currently claim otherwise, and creators who deliver free-tier output to clients are risking a terms-of-service violation they may not discover until there is a dispute.
If you need commercial rights at zero cost, self-hosting is the only real route. Otherwise the entry paid tier, at $8 to $15 a month across most of these tools, is the honest price of doing client work.
Separately, YouTube and TikTok both require disclosure when AI content is realistic enough that a viewer could mistake it for real footage. That is a platform rule rather than a licensing one, and it applies regardless of which tool you used.
Which one to pick
Evaluating the category: Kling. The daily reset means you can keep testing indefinitely, and the motion quality is the reference point others are measured against.
Best free output quality: Google AI Studio. Watermark-free Veo output is the strongest free result available and you probably already have the account.
Client or commercial work: Self-host Wan 2.7 if you have the GPU. If not, pay for an entry tier. There is no free hosted route that is licensed for this, whatever other guides say.
